Sea To Sky Concession Agreement: Shadow Toll: $1.2 Billion George Massey Tunnel Replacement Bridge Shadow Toll and a Toll

Sea to Sky Highway is not tolled because there's a 35 year maintenance Concession Agreement that provides the builder with a Contractual Obligation that is NOT recognized by the BC Liberal Government until the 35 years has passed.   The Concessionaire aka maintenance company, receives its revenue from the Gas Tax collected in South Western BC (Coast) but does not include Vancouver Island, nor the Gulf Islands.

Gordon Campbell and his Finance Minister (Not On MY Radar HST) had the audacity to stand up in the Legislature and declare that the Sea to Sky Highway had a fixed price of $600 million without mentioning the conditions of the $1.2 Billion maintenance fee. 

In essence the Sea to Sky Highway (S2S) is a shadow toll.

The Concession Agreement (or CA) sets out the rights and obligations of the parties in respect of the Project and contains, among other things: the technical specifications for the design, construction, operations, MAINTENANCE and rehabilitation components of the Project; the scope of the SERVICES to be provided by the Concessionaire; the END of TERM (35 years????) requirements; and other commercial terms.

Quess Christy thought if it worked for el gordo it can work for her.

The tax payers will still be paying for the bridge long after many of us aging baby boomers are dead, buried and forgotten, but Christy's running up of debts will be therefore ever. Guess its one way of becoming immortal.

Don't forget Swindler's Crossing.

a.k.a. William R. Bennett Bridge in Kelowna. Named after the convicted stock swindler [insider trading] former B.C. premier. Then highways flunky Falcon made big talk of the project coming in under budget while conveniently forgetting to mention the 30 year maintenance deal.

Design, build, maintain is the dream P3 scenario (all topped with a fine layer of scope creep).
