Gordon Campbell and his Finance Minister (Not On MY Radar HST) had the audacity to stand up in the Legislature and declare that the Sea to Sky Highway had a fixed price of $600 million without mentioning the conditions of the $1.2 Billion maintenance fee.
In essence the Sea to Sky Highway (S2S) is a shadow toll.

The Concession Agreement (or CA) sets out the rights and obligations of the parties in respect of the Project and contains, among other things: the technical specifications for the design, construction, operations, MAINTENANCE and rehabilitation components of the Project; the scope of the SERVICES to be provided by the Concessionaire; the END of TERM (35 years????) requirements; and other commercial terms.

Quess Christy thought if it worked for el gordo it can work for her.
The tax payers will still be paying for the bridge long after many of us aging baby boomers are dead, buried and forgotten, but Christy's running up of debts will be therefore ever. Guess its one way of becoming immortal.
