Bravo Company will conduct a Cordon and Search aka "IAW SoM, B Coy CM1005 IVO Gr 12U QQ 1234 5678."

If you consider yourself to be John/Jane Doe public, have never served in Canada's armed forces, then you won't know what the title of the Post means.

UPDATE: June 27, 2012 These guys would/should know:
Defence Research Establishment-Ottawa (Jun 27 2012 10:34:41am)

Then again if you are John/Jane Doe public, and have read the Province article from June 25, 2012's newspaper (but really written by the Canadian Press) where its called  Easing the soldier to civvy transition subTitle:  "Serving members seek help before being medically released", then you have no right to determine how to ease the soldier into Canada from overseas.

You have no idea what it's like "over there".   Neither do I, but over the weekend, I read a book, and I think I know a little bit more, than you.

Hint:    ISBN Dog tags: 978-1-44340-717-5, Written by Ryan Flavelle.

SO, HERE YOU HAVE IT.  You are reading the first lines of my first book, the culmination of all my efforts to get a book published.  First of all, I would like to thank you for reading this book ---unless you stole it or are reading the Google Books "preview" -- in which case, go buy my book.  I'm a poor graduate student/reservist.

The title is     "The Patrol",
subTitle is: "Seven Days in the life of a Canadian Soldier in AFGHANISTAN".

Translation of Post Title:
For example, "Bravo Company will conduct a Cordon and Search of suspected compounds near the village of Zangabad" becomes "IAW SoM, B Coy will conduct CM1005 IVO Gr 12U QQ 1234 5678"
It would be easy to provide a link to his book, in Google, but it's even easier to write:

Stand up, and go to your Local Library!

Smart Meter compared to other RF devices like a Baby Monitor, a Cell Phone, a Microwave

Update May 23, 2013 : Link to Bob Mackin's 2010  Gold Rush:

Smart meter info kept secret until after the election

Photo UPDATE at the bottom  June 5, 2012

Photo UPDATE at the bottom  June 19, 2012   Letter from Curtis Bennett to Enderby City Council

Here's another one of those June 1, 2012 documents that the BC Liberals like to roll out during the Summer Legislative Recess, even though it was created on April 5, 2012.   Its an Amended Report, but what else were you expecting.

Amended Report on BC Hydro Smart Meter Measurements

"Smart Meters will send  brief pulses every 5 minutes (5 minute interval interrogation)"... which means of course that they will be doing it 24/7

Its not clear in this document if the "number" for each device is of equal duration.  All we know is that from the data provided it might be for only of a duration that the Public would normally use their current home devices eg.

When the baby is sleeping (a nap)  teething certainly negates the reason for having a RF Baby Monitor, eh.

Cell Phone, is it sending out a brief pulse 24/7, or only when called upon?

Microwave Oven, Midnight popcorn making, cup of tea for the teetotalers, thawing the chicken for supper.

Smart Meter    brief pulses every 5 minutes (5 minute interval interrogation)

DEVICE

Instantaneous Peak Power Density at 30 cm (Source: Ref. 2)
In units of μW/cm2

RF Baby Monitor      15.6275

Cell Phone                  9.6425

Microwave Oven        7.0775

Smart Meter               4.035

A Smart Meter is on ALL of the TIME

The following is supposed to be BC Hydro's answer to the Public's concerns by comparing their Smart Meter to other devices in our homes... but, but, but.....

Smart meters are designed to emit pulses that last approximately 100 to 150 milliseconds (0.1 to 0.15 seconds) at irregular intervals.

 - In a cluster of smart meters, the meters do not emit simultaneously but are programmed to communicate with a single controller in a random sequence. This mode of operation eliminates the potential for exposure to more than one signal at the same time (Ref.1).

 - In this trial, smart meters were scheduled to emit brief pulses every 5 minutes (5 minute interval interrogation). - The continuous monitoring of RF levels was maintained for a time period of 10 minutes at each position of the probe to ensure that the highest possible RF exposure level was detected and recorded.
Which probably means for condos and apartments where there are BANKS of Smart Meters, the emission of brief pulses communicating with a single controller in a random sequence means that there will be CONSTANT supply of pulses.   Forget the 5 minute intervals!  Its pedal to the metal pulsing.

There is one other detail that wasn't mentioned in their trial of a Smart Meter, and that is each of the Household Devices that were used, are all 110 volts.

Your house, your Apartment, your basement secondary suite, your Condo, have 220Volts running through their "veins".

Do you think that a 110 volt line, normally used to power a lamp stand (in a carpeted room) as a bona fide example, as used in these photos below, ..... would there be enough juice to power TEN Smart Meters let alone even ONE Smart Meter?   In the real world One Smart Meter is supposedly feeding the electricity to the WHOLE house.......

See the singular electric cable coming from the left hand of the display unit which is getting its power from a wall outlet..... which might be fed through a 15 amp breaker!!!!

The point here is why go through the process of mounting 10 Smart Meters on a display wall when all they had to do was mount the "Device" that emits the RF signal on each of the Ten units and record that information.

Is it all about show and not tell?

Letter from Curtis Bennett to Enderby City Council

Enderby City Council
Enderby, B.C.

Att: Chair of Smart Meter Committee – Councillor Earl Shipmaker
cc: Barb Makota, Edgar Murdoch

Re: Questions for BC Hydro on Smart Meter Safety

Dear Councillor Shipmaker;

I was asked to provide information on Smart Meters in my professional capacity as an electrical professional with interprovincial credentials provided by the BC and Canadian Governments.

Smothering Enderby in RF EMFs for ease of communication has serious consequences for the entire community and BC Hydro's presentation for Enderby won't represent them. Power Density is incomplete but alarming language by itself. It means everything the EMFs touch or go through are in the wireless circuit and uninsulated from the frequencies. Power density exists when frequencies create the wireless circuit. Power is watts, volts times amps and all unprotected biological systems have frequencies of their own that were left out of the EMF equation.

Health Canada's Safety Code 6 governs limits of human exposure to wireless frequencies and the predominant health effect to be avoided is the unintentional stimulation of tissue as is the heat effect. Intentional stimulation is medical imaging like an X-ray. When you have X-rays, your body is positioned, protective clothing covers parts of your body for attenuation(elimination) of the frequencies on your side of the clothing. Refusing the protective clothing isn't optional because of the dangers and liabilities.

The highlighted area on Page 19 from the BC Utilities Commission stating they have to comply with Safety Code 6. http://www.thermoguy.com/pdfs/BC-Utilities-Commission-BCH-Smart-Metering-Infrastructure-Program-Business-Case.pdf

The highlighted area on Page 2 in BC Hydro's Fact Sheet states Safety Code 6 is the law and same science standards as the FCC. http://www.thermoguy.com/pdfs/BC-Hydro-RF-Fact-Sheet-Detailed.pdf

Page 9, paragraph 2 of Safety Code 6 admits critical mechanisms are missing linking frequencies to adverse health effects. The weight of evidence approach will be used when mechanisms are found and code will be changed if necessary.
http://www.thermoguy.com/pdfs/Safety_Code_6.pdf

Errors or omissions in Safety Code 6 substantiating the mechanism linking frequencies to adverse health effects were reported to Health Canada and by expert witness at the request of Canadian Parliament's Standing Committee on Health. It was also reported to BC Hydro, BCUC and the BC Government that the frequencies in this application no longer complied with Safety Code 6.

Safety Code 6 admits humans are being electromagnetically induced but negated to include frequencies of ALL electrical considerations, frequencies associated with biological system's function. Humans were treated as Kilograms of tissue being heated by watts. Omnidirectional Smart Meter Routers, tower antennas capable of communicating with thousands of smart devices weren't considered for their interaction with anything including buildings caught in the EMF. You can't blast frequencies around with reckless abandon.

Questions for BC Hydro:

BC Hydro's electrical grid runs at 60 Hz, what happens if the 60 Hz changes? What would happen if the 60 Hz grid was electromagnetically induced? What would the resultant frequency be?
What frequencies of human biological systems did BC Hydro use in frequency interaction considerations.
Location of Smart Meter Routers and how big of an area do they cover.
B.C. Hydro Fact Sheet, page 1 under Proximity states the meter base acts like a reflective shield and further reflects the frequencies away from the resident? The frequencies from Smart Meter Routers and other wireless antennas are hitting buildings from top to bottom communicating with the meter. Can BC Hydro please provide the attenuation coefficients of everything hit by the EMF between the routers, antennas and meter bases holding the Smart Meter? That includes bees, birds, bugs, trees, humans, pets, angles, any biology, any materials of any kind.
The frequencies from the routers are going through building materials, fire separations and hitting anything in their path. Can BC Hydro provide the attenuation coefficients for the building materials including electrical/mechanical systems and the documentation from engineers showing attenuation(elimination) of the frequencies at the building?
Do the frequencies from the Smart Meter Routers, Antennas hit buildings and stop at the meter base or do the frequencies go through buildings? Can BC Hydro provide the required documentation from engineers showing attenuation(elimination)
Can BC Hydro please show documentation the smart meters were tested for accuracy in an EMF under full load of router(4000 smart devices)?
Where is the engineered response from BC Hydro and Minister Coleman on the frequencies going through walls, vibrating structural components causing non compliance with BC Building Code. http://www.thermoguy.com/pdfs/BC-Energy-Minister-on-Wireless-and-Building-Code.pdf
The dangers of wireless frequencies is now lectured in medical academia for education credits doctors need for licensing, did BC Hydro report that to Enderby or other municipalities? http://www.thermoguy.com/pdfs/Medical_Education_Letter_on_Wireless_Lectured_in_Medical_Academia.pdf
The American Academy of Environmental Medicine press release on Smart Meter, was this shared with Enderby? http://www.thermoguy.com/pdfs/AAEM-Resolution.pdf
Did BC Hydro share with Enderby Council, local professionals or constituents the accelerated corrosion information when radiating infrastructure? Refer to Andrew Michrowski.

Frequencies penetrating the body at any depth/angle has serious consequences. Electromagnetic induction of unprotected human electrical grid, causing nerve and muscle stimulation, 180 degree polarization of molecules 1.8 billion times per second at 900 Mhz or twice the frequency. That could break anything including DNA and produces heat not being discussed.

There are serious unanswered questions and a ban on Smart Meter installation is the only option until the weight of evidence is employed as per Safety Code 6. Enderby Council, citizens and Hydro needs to be warned on this very complex issue. This isn't a property dispute, this is a frequency and biological weapon when applied like this. We are not wearing protective clothing to attenuate the frequencies, neither are the buildings. BC Hydro and Health Canada have science to complete and resubmit new calculations. Electrical Engineers don't know frequencies and critical information was left out of an electrical equation.

It isn't insurable to neurologically stimulate populations and Health Canada says that happens but humans weren't considered electrical. Radiating buildings and infrastructure without informing municipal administrators, their science professionals, first responders, education, unions, insurers, pacemaker recipients, health monitoring, medicine, is dangerous.

Sincerely,

Rich Coleman and Christy Clark are living together, hypothetically, just to prove that a family of five can reduce their $200 in Utility bills in Vancouver to $140

Update at the Bottom regarding "Dear Readers" contributions.....

Last year, BC NDP MLA  Jagrup Brar temporarily gave up his home, and salary, and lived on $610 welfare for one month. LINK  UPDATED 2023-12-26

What the BBC is suggesting here, is that two respected MLAs, Richard Coleman and Christy Clark, temporarily give up their residences, and salaries, and live in a 1946 home in Vancouver, for one month with their average Energy bills (electricity  and Natural Gas) totaling no more than $200.   I suppose the real challenge will be to find a home who's utility bills are really $200 in Vancouver, because that's the problem that the BBC is finding where the current Energy Minister and a previous energy minister says that the energy bills (electricity) have traditionally been less than $100!   Throw in the Natural Gas and the total is no more than $200!  Again, that last number is one that Energy Minister and BC Hydro have been using to sell their customers on how to make their Energy bills seem to almost disappear, almost by sleight of hand.

Back in 2010, the then Energy Minister, Steven Thomson said:

An average residential electricity bill is about $71 per month. BC Hydro is currently forecasting an average monthly bill increase of about $7 each year for each of the next three years. However, these rate increases are only estimates and are subject to further BC Hydro review and approval by the BCUC.

Along comes Rich Coleman as Energy Minister and by 2012 he jumps on an ambitious program using as an example a home  built in 1946, needing sealing (windows and doors), retrofitting (insulation), is costing $200 per month, but then again who's to say that the numbers Thomson and Coleman are using is an average of only well sealed/insulated homes or all of the of the homes across the province of British Columbia.

For example the BBC home is a ten year old house, 2,600 square feet,  insulated to the hilt, sealed as well, 2 X 6 walls which means MORE insulation to insulate the home therefore lower energy bills.... and for owners of homes where the property building lot is only 33' Wide, their walls are a mere 2 X 4 thick construction.  You'd think the BC Liberal Government would modify the BC Building code to make changes that would ensure that the least amount of energy is lost.

The BBC home Energy costs are rounded up thusly to the nearest whole dollar:

BC Hydro $280 per month .... Fortis: $130, in other words $410 per month ..... just where does Coleman and BC Hydro get their numbers from........ if the 1946 home, 66 years old, in Vancouver, needs a lot of work done on it now..... LOL... they'd be better off not spending a dime to upgrade!   Wear sweaters in the winter!

Its been shown, with the recent implementation of Smart Meters, that there are some mighty high metering going on, and those bills are  no where near the hypothetical $200 per month that the BC Liberals speak frequently of.

Energy Minister Coleman's Pays-BC shows how "he and she" can have their "cake and eat" it too scenario .... where a hypothetical Vancouver family, struggling with a monthly payment of $200 for the energy being supplied to their home....??????

Where did that number come from?

Does it matter?

Possibly.....

PAYS_Document_Jan_28_2012_FINAL.pdf

Here's a page from the above link, we have to tell you though its a Fairy tale book, written by BC Hydro to assist "Rich and Christy" in their Families First purchased home, from just last year: (Note: a 1946 home is worth $1,299,000, purchased with 2012 Dollars)

To begin the Fairy Tale adventure:

John Rich and Susan Christy and their three children (Huey, Duey and Luigi) live in a home built in 1946 with an existing Natural Gas furnace, Electric hot water heating, limited insulation and draughty single pane windows. On top of their mortgage payments, Rich and Christy pay about $200 in energy bills every month. They are concerned about having a comfortable home to live in, and rising energy costs, as well as conserving energy to protect the environment. However, they don’t have the spare savings, or other sources of credit, to spend on major renovations or home upgrades. Also, with their growing children, Rich and Christy anticipate needing to move to a larger home within the next five years.

Looking for an understanding of the potential costs and benefits of various options for improving their home, family comfort and health – without “breaking the bank” – Christy finds a local provider of home energy assessments after seeing a news article in the local paper. The energy assessment costs $150 (which may be paid for through PAYSBC when  Rich and Christy decide to participate in the program).

Their independent assessor, Wendy El Gordo of IPP Fame, uses the established EnerGuide Rating System to determine the energy efficiency performance of their home, including an EnerGuide rating, and recommendations for energy retrofits that will reduce energy consumption. Reviewing the assessment report with Rich and Christy, El Gordo shows them where air is leaking out through their attic, basement, walls and around doors and windows – and notes that their water heater will soon fail or need to be replaced. The energy assessment report shows, based on modeled energy consumption of the current house and the same house after proposed upgrades, that if Rich and Christy improve their insulation, replace their windows and upgrade their water heater, they can save an estimated $60 per month on their energy bills.  (Editor Note:  $140 Total to be paid each month instead of $200.)

Rich and Christy decide to proceed with the renovations and arrange for a contractor approved by their utility to complete the work – with no up-front cost....... cont'd

Keep in mind here, the scenario offered above.... Rich and Christy are only going to stay in the house for FIVE YEARS and then MOVE OUT, and UP.

BC Hydro's rates are among the lowest in North America

Snip.....If you're a residential customer consuming about 1,000 kWh/month, your monthly bill is about $82 — or 8 cents per kWh — which is fourth lowest among the utilities surveyed...... Snip Rates comparison chart

Back to Rich and Christy Living together temporarily, hypothetically.

First they have to find a home that consumes 1,000 kW.h/month, was built in 1946 and is in Vancouver.

BC Hydro rates update, including a look at recent BCUC decision
Each year, BC Hydro is part of a survey that compares BC Hydro's rates with those in 21 other jurisdictions in North America. The results are included in the Electricity Rate Comparison Annual Report, which compares BC Hydro's monthly bills and average prices for residential, commercial and industrial customers against other utilities.
If you're a residential customer consuming about 1,000 kWh/month, your monthly bill is about $82 — or 8 cents per kWh — which is fourth lowest among the utilities surveyed.
Hydro-Quebec tops the list at $68 for 1,000 kWh/month, while 15 of the 25 jurisdictions on the list are at $100 or more. Two — Consolidated Edison in New York, and Pacific Gas & Electric in San Francisco — are over $200.
BC Hydro's rates for all customer segments continue to remain within the top 25 per cent of utilities for 2011/12. For the most part, the five jurisdictions that consistently rank the most favourably in the report are BC Hydro, Hydro-Quebec, Manitoba Power, Pacific Power and Light (Portland, Oregon) and Seattle City Light. View the comparison chart above or see the full, detailed Rates Comparison Report [PDF, 485 Kb]

The Rates Comparison Report  link above, check out page 14 of 17, it will look like this:

To be absolutely fair here:

The BBC is a typical home on the North Shore, in other words the BBC $280 number from above, is calculated like this:

STEP 1 = 1398 kW.h @ $0.06670   $ 93.25

STEP 2 = 1592 kW.h @ $0.09620   $153.15

Plus Rate Rider at 2.5%

Regional transit levy: 63 days @ $0.06240/day
*HST BC HST Residential Energy Credit Total $279.41

**************************

Rate Rider (explained in Google) and via BC NDP

The rate rider is applied to the total of all charges, before taxes and levies. Amounts received from the rate rider will be used only to pay down BC Hydro's deferral accounts. BC Hydro uses these accounts to record unexpected costs and prevent sudden rate fluctuations that could result, for example, from higher-than-forecast market prices for energy.

Dear readers,

Would you like to share the basic information of your Combined, or separate totals of your energy bills?

Would you also like to mention where in British Columbia, or nearby, that you live?

And for those who live near Prince George, and burn wood to heat your home, would you like to contribute your information as well?   Would you also mention your lighting system..... kerosene  perhaps
 *****************************************
In this day and age of owning a home, a Secondary suite is a must.  For owners like John and Susan and/or   "Richard and Christy" with three children, living in a 1946 home in Metro Vancouver, its probably already been converted to having a secondary suite, legal or illegal.

Legal means that there is a firewall between the two; Legal means that the Smoke alarms are Hard Wired together to ensure that if a fire does break out in one, the other suite won't be sleeping through it!;  Legal means two cans of garbage picked up for each entity; Legal means Landlord (property owner) paying an increased rate for Water, Sewer and Garbage;  Legal means, in most instances, the Owner lives upstairs;  Legal means the owner gets to write off expenses and to declare the income.   Illegal means each cheque written by the tenant to the Landlord, isn't declared as income by the Landlord......no write offs, but they do get to go to Hawaii once a year; they do get to top up their RRSP by using the suite rent to pay for groceries; etc.......

Legal Tenant means you set your own thermostat and not dependent on whether the "guy" upstairs is warm enough.

Municipalities do NOT actively seek out illegal secondary suites unless there are complaints laid by nearby residences.

Word of warning to "Richard" and "Christy", if ever you decide to run for Office... make sure your track record on your basement suites have been above board, at all times!

Hyperthyroidism in Cats...... and dogs

You may have missed our Post on blood transfusions, for Cats and Dogs....... the BBC wrote that one just under a year ago.  Yes, blood transfusions.  Hopefully you won't need to be scrambling around to find this sort of information when you least expect it...... and to clarify, its really not supplied by the RED CROSS, but what the Vets need to do to save a "life" of a loved one, it's close enough to the truth.

"Red Cross Blood" transfusions for cats / dogs? Not only on the North Shore of Vancouver.

You may laugh, but when it comes to having pets, we have two cats in our household, and when I say "in", I mean exactly that, they're not the outdoorsy variety.   We want to keep them safe and not have them bringing any trophies back........ like one cat did......   38 years ago...... once it was a partial RAT and the next time it was a snake.

The Female had a slight problem, something called Hyperthyroidism.

She was always meowing for food (raw food - see the above Post), taking her share eagerly, and would have taken his as well if we didn't feed them separately.  The only problem, that the more she ate, the thinner she was getting.

Turned out, after the blood work was done at the Vet, it proved to be Hyperthyroidism.

Google Key Word Search       Hyperthyroidism     or rather, working backwards from the type of medication that is prepared at a Compounding Pharmacy (for humans)    it's      methimazole for cats

Fifth result down in Google is this:

Hyperthyroidism in Cats

maxshouse.com/Hyperthyroidism_in_Cats.htm
The major negative aspect of methimazole is that some cats are not the best pill takers. Rather than fight these cats, methimazole can be “compounded” by some ...

Snip....... Symptoms of hyperthyroidism
Each cat responds to his or her hyperthyroidism a little differently, causing observed abnormalities to vary from cat to cat. Among the most common owner observations are the following:
  • Weight loss
  • Increase in appetite
  • Patchy hair loss or failure to groom (some cats have been observed to pull their hair out)
  • Increase in water intake
  • Increase in urine output
  • Increase in activity level (some cats are persistently restless or nervous) ...Snip

The medication for our cat is Methimazole.  Its a liquid, and its added to HER meal, and we make sure HE doesn't get a chance to finish off HER plate, NOT bloody LIKELY.....! even with the medication.

What does she look like Now?  Or more to the point, how long did it take to put some "meat" on her bones,  about four months........  Now she looks, and acts, like a healthy cat.

As for dogs, this Google search for the same medication     Methimazole for Dogs

If the Late Len Norris had to say something about the F-35, it probably wouldn't be much different than what he "said" about the F-18

OTTAWA - Canadian Heritage Minister James Moore is all in favour of sex education for kids — just not at national museums, without prior parental consent.
The minister defended his criticism of a controversial sex exhibit at the Canada Science and Technology Museum in the capital, which prompted the museum to censor a portion of the show and raise the age limit for unaccompanied children.
He denied Opposition accusations that he's interfering with the independence of museums to impose a prudish 1950s attitude toward sex education.  - Winnipeg Free Press     Snip

Prudish 1950's attitude, certainly not.   That sort of attitude started around the 1980's when James was just a lad of four! (Born June 10, 1976)

The Late Len Norris, cartoonist for the Vancouver Sun, wasn't kidding when he said that "history repeats itself" (1980).

After listening to MP James Moore last week stating his personal opinion in the House of Commons on when a Museum should be ....... teaching / talking about SEX ...... and at what age....and .......in the same breath his Federal Government (Harper's) is cutting Pension benefits........ to the parents..........   I brought out a Len Norris ... The Best of .... from my "library"

Here's three year old MP "James" in 1980, sitting on his Father's right knee while his sister isn't quite sure whether or not Dad knows what he's talking about.    Meanwhile Mother is saying: "Skip the birds and bees .... what gives with our old age pensions?"    The headline in the newspaper is:
   "PENSION PLANS FACE FUTURE PERIL."

Makes you want to get out the old newspapers microfiche for that particular week/month for the day of June 22, 1980, just to find out if it was Mulroney (Conservatives).  Certainly not the Liberals.

The Norris Collection at Simon Fraser University

In 1996, Len Norris donated 1,500 of his original drawings to Simon Fraser University. Appraised at $150,000, but actually priceless, the collection consists of editorial cartoons created by Norris for The Vancouver Sun between 1952 and 1985.

The cartoons are available for research by faculty, students and members of the public in Special Collections and Rare Books at the WAC Bennett Library at SFU Burnaby.

The 23 drawings from the SFU collection in this exhibit were selected to commemorate the 10th anniversary of the opening of Simon Fraser University's Harbour Centre campus.

Featuring the unruly urchin Filbert Phelps, harried teachers and parents, activist students, staid academics and other legendary Norris characters, they take a whimsical look at education, from grade school to university. Highlighted are several images of Simon Fraser University's exciting early years, a glimpse of our origins as the university enters a new century.

Simon Fraser University conferred an honorary degree on Len Norris in 1995 for his lifelong achievement and for having "enriched our lives beyond measure through laughter". We invite you to enjoy the humour and genius of Norris!

BC Liberals forcing BC Hydro into Long Term Acquistions of IPP appears to be the MO for the sale of the Liquor Distribution Branch!

The BBC especially likes this one:  The Kerr Wood Leidal Associates Ltd. ( Kerr Wood) Run-of-River Resource Assessment for B.C. ( F5

121 pages long, but the number crunching of just how much BC Hydro customers will be paying for Run-of-the-River projects starts on Page 117!

And if you're worried about what Rich Coleman is doing about the price of your next drink, by his selling off the Liquor Distribution rights to a third party, look no further than APPENDIX M that says this:

20.1 Privilege: BC Hydro may award an EPA to the Proponent(s) that in BC Hydro’s sole and unfettered opinion, offers the resource(s) that best serves the interests of BC Hydro and its ratepayers. The Proposal(s) having the lowest price(s) or lowest cost to BC Hydro will not necessarily be successful. BC Hydro may award no EPAs, or may terminate the procurement process at any time. BC Hydro is not obliged to provide to Proponents reasons for the award of EPAs or the rejection of any Proposal, or for termination of the RFP procurement process.

Buzz words that covers BC Hydro's Smart Meter program: Pyramid Scheme

Probably when the BC Liberals read the RFP proposal for the Smart Meter they visualized a movie starring Judy Garland dancing down a yellow brick road..... especially when the bricks were assembled like this on Page 6 of 16:

Most British Columbians see a Pyramid Scheme.

It should have been a clear warning to the BC Liberals to keep the taxpayers monies as far away as possible.... but oh no.... BC Energy's Minister Rich Coleman said:   YES SIR, HOW MUCH MONEY DO YOU NEED AND WHERE DO I SIGN for these Smart Meters?

The SMART GRID is at the bottom of the Pyramid scheme, so too is the Smart Meters.

Wouldn't you just love to find out who's at the top?

No password Required, just a Library card to take out your favourite reading/listening material

There's this book in the Provincial Legislative Library that is a must read that covers the topic of Libraries, throughout the Province of British Columbia, starting way, way, back in time.

Author:  Marjorie C. Holmes   1959

Library Service in British Columbia
A Brief History of its Development
 HISTORY

Public library service in British Columbia is not a thing of recent growth. We find in reading the journals of the fur-traders that books were playing a prominent part in their lonely lives even as early as 1786.

At that time John McKay, surgeon in the Experiment, one of two ships under command of the explorer James Strange, had his library with him when he remained for some time at Nootka Sound making a study of the native Indians of that region.

Daniel William Harmon, trader with the North West.Company in 1801, makes frequent mention of his pleasure in reading during his years spent at posts in what are now the three western Provinces. The company made a practice of supplying books to its northern posts. As Harmon says in 1813, writing from Stuart Lake, ". . . there are few posts, which are not tolerably well supplied with books. These books are not, indeed, all of the best kind; but among them are many which are valuable."

The Hudson's Bay Company also supplied books to its more remote posts. Many of these volumes are now preserved in Hudson's Bay House at Winnipeg.  SNIP

 Ahhhhh, North Vancouver

Snip
City of North Vancouver

Founded in 1924, North Vancouver began with a library of donated books. Membership was free and it functioned with volunteer help. The city gave a small grant for book purchases,  which were supplemented by books from the Travelling Libraries. In 1926 the association owned about 1,300 books and had also changed its quarters several times. At this period a membership of $1 was found to be necessary as funds were scarce, and the Government grant amounted to the large sum of $21.89. The association held book teas to raise funds, and mending bees to keep the books "alive" a little longer. In the thirties the city  discontinued its grant, but later, happily, it was renewed.

Twice between 1945 and 1950 the library moved, and then found the building in which it is now housed. In December, 1950, the ratepayers voted on the question: "Are you in favour of the Council granting to the North Vancouver Public Library aid out of general revenue in a sum not exceeding the equivalent of $1.00 per capita of population of the city according to the last Canadian census?" It passed with a 1,500 majority.

In 1956, North Vancouver appointed its first professional librarian, Mrs. Hero Heyworth, and in that year also it was agreed to spend the North Vancouver Centennial grant on a new library building.  Snip

And since the non-Premier has called into question the costs of our Justice system going up, and crimes going down....AND the Feds are cutting back on Gaols too, therefore they must have seen similar crime statistics going Down as well.........

Why not do a little research on the internet for Keywords in the Reference of a book?

Why?  Why would the First document in the Reference section of this book have to do with the Inspector of Gaols?     Starting on the bottom of page 23 is a very large section on Institutional Libraries and Conrad Black will be out walking the streets of North America... a FREE man, on Friday.

Without a library in a prison Conrad Black wouldn't have gone stir crazy.

Snip ....A small beginning of library service to institutions in the Province was made as early as 1922, when books in print and in raised type were lent to the School for the Deaf, the Dumb, and the Blind, and pictures were given by the Library Commission to the school.

Books were also sent to the Boys' Industrial School under the usual Travelling Libraries regulations. Tranquille Sanatorium library was well supplied with books of its own, but help was given by the Public Library Commission staff in reorganizing it.

Except for the occasional mention that more books had been sent to the Boys' Industrial School, institutional libraries were not very seriously considered until about 1940. At that time several informal discussions had been held with the Provincial Secretary and the Attorney-General, stressing the need for organized library service in the institutions. In 1942 the Annual Report of the Public Library Commission stated:-

"Very little progress has been made in the matter of library service for Provincial institutions, but a preliminary investigation was made of library facilities at present available, and a memorandum submitted to the Minister of Education. This was also supplied to the Provincial Secretary and the Attorney-General, under whose respective jurisdictions most of the Provincial institutions are  administered. Some interest was evinced in the report but no concrete result had been attained by the end of the year."

In 1943 it was reported that" with the keen interest and appreciated co-operation of the Attorney-General, the Honourable Gordon Wismer, it was possible to start on a project long cherished by the Commission for improvement of reading facilities at Oakalla Prison Farm." For some time past a group of women in the Elizabeth Fry Society had been providing books for the women's ward of the Provincial Goal, but both they and the Commission felt that the library should be the direct responsibility of the prison authorities, and that books should form part of the equipment of the institution and of the rehabilitation process.

This view was shared by the Attorney-General, and in 1943 a start was made and a carefully selected list of books chosen and added to the existing stock. The library was placed under the direction of a trained librarian experienced in penal institution library work, and the cost paid for out of the vote of the Attorney-General's Department.

The library in the men's gaol was not satisfactory from any viewpoint, a fact which was fully realized, but in 1943 efforts were concentrated on bringing up the library in the women's gaol to a proper standard before tackling the situation in the men's gaol. This was commenced in 1944, and the change was immediately apparent.

Oil tankers, and if there is a spill, who will pay these guys "1403300 2403035 193432 1406628"?

Four sets of numbers, gleaned from the internet, after NOT looking for them in any particular way.  I started out this morning looking through several Directories on my hard drives of "items" that I have saved (BookMarked) for a rainy day.  Today it wasn't raining, but it sure looked like it might, so, I went and did some house keeping.

Google Search Criteria   1403300 2403035 193432 1406628   generates six Results.

Third and Fourth are the same, Third in English, Fourth in French, Fifth makes you stop, and wonder.

Just what is the BC Liberal Government doing, to protect our coastal waters from the north end of Vancouver Island and all points SOUTH, if Premier Christy Clark is not going to take a stand against Oil Tankers and Pipelines from Alberta?    Is she going to hop on her Government Jet plane, with floats, and hop from one island to another claiming AFTER the FACT, that she will be there for US?....... after disaster strikes like that which has been happening up in Burns Lake and Prince George Saw Mills?

It isn't just the pristine waters of Burrard Inlet that is at stake here, its Wild Salmon too which are not marked on any map that I've found today.

"Marine Finfish  Aqualculture (with LF)" .... slow loading but lots of detail and inside the PDF file its called differently, once the file is opened up on your monitor:

"Saltwater Aquaculture Facilities in British Columbia   December 2010 (with Crown Land Fish Number)" or there's this:

another source for the same sort of information but with a different  title altogether

0 10 20 30 40 50 Kilometers - Ministry of Agriculture and Lands ...

Shades of Boss Power settlement, Energy Minister Rich Coleman will take care of it, he knows the procedures on how to settle on the Court House steps.

Now compare this image with the one above, and then go to this Blog of Alexandra Morton's  who created the image/document below for more information.

Laugh Out Loud

the file is dedicated to the Aquaculture Management team of Fish Farmers who see themselves as "Ensuring Sustainable Fisheries"....... as their product is decimating the natural habitat!!!!    Did they get their spin doctoring degree from Master Spin Doctor Rich Coleman when he was busily planting the Province's Six Billionth Tree and then continued to watch our Province's forests being decimated by the Mountain Pine Beetle..... and then..... and then...... hasn't a word to say on two explosions in two Saw Mills?

Oh yeah, he passed the portfolio file onto Steve Thomson the New Minister of Forests.... and where is he, Thomson, on the two explosions in the Saw Mills?  Was he pre-empted by Christy for another one of her Photo-Operations.
