Is there a correlation between Fraser Institute's academic performance vs Vancouver Sun's Lead in drinking water?

 The Vancouver Sun's page A 12/13 "Schools taking action on lead in drinking water"caught our attention and we immediately thought of the Fraser Institute.   Has the institute's yearly report on where to enroll your child been skewed because of 'other factors' not taken into consideration?

Vancouver Sun's:  More than half of B.C.'s school districts had unsafe lead levels in drinking water sources in 2016
